AI literacy under Article 4: build an operating practice

A training attendance sheet is not the same as an organization that can recognize AI risks and act on them.

Separate the original duty from later wording

Regulation (EU) 2024/1689 was adopted on 13 June 2024 and published on 12 July. Article 4 originally required providers and deployers to take measures, to their best extent, to ensure sufficient AI literacy, considering knowledge, experience, training and use context. Chapter I began applying on 2 February 2025. The EUR-Lex record now points to a consolidated text dated 27 July 2026. A historical explanation must therefore identify its version rather than silently present the original wording as unchanged current law. 1

Read explanatory material as explanation

The Commission FAQ describes an amended Article 4 focused on measures supporting development of staff AI literacy, without prescribing a specific sufficient level for each individual. It also describes support by the Commission and Member States. The FAQ is explanatory material, not the legal text itself. The consolidated legal record should control a version-specific legal assessment. This article does not certify an organization’s compliance or resolve every amendment consequence. Its operational proposals remain proposals, not a mandatory curriculum or a claim that a particular certificate is legally required. 1

Map roles before buying a course

Create a register of who selects systems, who configures them, who uses outputs and who can authorize consequential actions. Include contractors operating on the organization’s behalf rather than limiting the exercise to payroll staff. A support adviser needs different examples from a developer connecting tools or a manager approving an automated workflow. Start with actual systems and affected people. For each role, identify what the person must recognize, what they may do and when they must stop. This translates literacy into observable work rather than generic enthusiasm about innovation.

Teach decisions through realistic exercises

Useful exercises include recognizing fabricated references, checking a retrieved policy’s date, refusing to paste customer secrets into an unapproved tool and escalating an uncertain recommendation. Use fictional or appropriately protected examples. Ask learners to explain the action they would take, not merely repeat a definition of machine learning. Connect the exercises to company knowledge and agent safety. These links matter because a plausible answer can still rely on an obsolete document or exceed the authority granted to the system.

Keep useful evidence without creating surveillance

A practical record can identify the role, systems covered, exercise date, material version and follow-up action. This is a suggested evidence structure, not a statutory checklist. Avoid collecting unnecessary personal prompt histories simply to prove training occurred. Use aggregated failure themes to update guidance and targeted refreshers. When a new tool gains write access or a model change alters behaviour, revisit the relevant exercise. Attendance alone cannot show whether a worker can recognize an unsafe action, but a proportionate scenario review can reveal where support is needed.

Give the practice an owner

Assign responsibility across operations, learning, security and system ownership. Publish a clear route for questions and incidents so training leads to action rather than private workarounds. The broader EU AI Act overview covers the framework; this article deliberately stays with operational literacy and training. Published on 25 October 2026, it distinguishes the original 2024 law from later consolidated material and does not provide legal advice. Before treating any wording as a binding requirement for a particular organization, verify the applicable legal version and jurisdiction-specific supervision arrangements.

THE TAKEAWAY

A training attendance sheet is not the same as an organization that can recognize AI risks and act on them.
